The reason being that, if implemented, many families will not be able to build on their dream blocks (and may see their dreams become nightmares as they continue to pay mortgages on land whose value falls below the purchase price), many farmers will not be able to realise their diversification dreams due to rezoning and new land use provisions, and older landowners dreaming of a comfortable retirement in town won’t be able to retire as comfortably as their land plummets in value. It will also restrict farmers from using ‘lot averaging’ provisions to sell off a rocky portion of land, or a portion too sloped for viable agriculture, to pay down their mortgages or to fund restocking after periods of drought, fire, and flood (which we are all too familiar with).
